    Who may apply for a grant from the National Ecological Fund?

    Who may apply for a grant?

    Local public administration bodies, institutions, enterprises, civil society organizations from Moldova may apply for grants.

    The organizations which already benefit from a grant provided by the National Ecological Fund and are carrying out the respective project are not eligible. The organizations which benefited from a grant provided by the National Ecological Fund and finished the project, but did not submit the financial report yet are not eligible either.

    Areas of financing

    - The financing of the projects for implementation of national strategies, programs, and plans related to environment protection, standards and norms, for construction and co-participation in construction of environment protection objects (including financing of design projects and implementation of projects in water supply and sewerage area, financing for activity of collecting and sorting waste and support for enterprises processing or neutralizing waste, financing for improving the quality of air pool);

    - Scientific research in environment protection area contracted by the Ministry of Ecology and Natural Resources, co-participation in research and development activities, project development for natural patrimony protected areas and built-in area of national and international importance;

    - Organization and management of ecologic information and advertising system, propagation of ecological knowledge;

    - Awarding specialists, regardless of their departmental belonging (up to 1% of the fund means), paying the costs for setting up the technical-material basis and for keeping the statistical records on ecological funds;

    - Organization of international collaboration in the area of environment protection, including by involving foreign specialists in provision of consultative assistance, expertise provision, participation of the country in the activity of the international ecological conventions the Republic of Moldova is a part of, paying the membership fees in interstate organization in the area of environment protection, organization and performance of activities for implementing the CITES Convention (development of CITES permits, procurement of the special CITES stamp, etc.);

    - Liquidation of consequences of natural calamities, production accidents, other situations which may damage the environment;

    - Provision of financial support to non-governmental ecological organizations based on the special grant program for projects meant for environment protection.

    The main criteria for selecting projects for financing:

    Well-defined, obvious, and measurable ecological effect.

    Availability of all necessary documents.

    Compliance between project activities and fund's priorities.

    Sustainability and continuity of activities.

    Possibility to implement the project in the respective area with the indicated human and technical potential.

    Existence of co-participation (financial contribution).

    Project's contribution to population ecological education and promotion of environment protection policies.

    Project risks.


    How to apply for a grant

    To apply for a grant, it is necessary to consult the Applicant's Guide containing the financing compartments, list of binding documents to be submitted and the forms to be filled in for every compartment separately.

    Review of project proposals

    The eligible project proposals shall be subject to endorsement from a Committee of independent environmental experts selected by the Administration Board of the National Ecological Fund.

    The experts will present their conclusions regarding the review of the projects and will suggest the projects chosen to be approved by the Administration Board of the National Ecological Fund.

    The project proposals which need submission of additional information will be postponed for the next meeting and will be discussed only if the applicants will submit up to the set deadline the information requested by the National Ecological Fund, otherwise the application will be rejected.

    The organizations whose applications for financing will be rejected shall be notified within a period of 10 days from the meeting of the Administration Board of the National Ecological Fund. The reasons for the negative decision are not presented.

    If the project is accepted for financing by the Administration Board of the National Ecological Fund, the applicant shall receive a letter of notification and a contract form, which will become legally binding is it is signed and stamped by the beneficiary and executant.

    The applicant shall receive the money only via transfer, any cash and check transaction is excluded.

    The approved budget shall be annexed to the contract, according to which the financial resources allocated by the NEF will be used.

    The responsible people from the National Ecological Fund will perform a direct or indirect (via ATE) control over the correct use of the financial means by the beneficiary within the project.

    The beneficiary shall submit to the fund, within the deadlines set in the contract, the intermediary quarterly report and the final report, which will cover 2 parts: narrative report and financial statement.

    The project shall be considered as finished only when the final report is accepted by the Administration Board of the National Ecological Fund.
