A team of international experts will provide assistance to the Republic of Moldova in the area of energy efficiency
During the period of June 1 - 3, 2015 a team of international experts in the area of energy efficiency have visited the Republic of Moldova to investigate the needs and the challenges for implementing the Law on Energy Efficiency for Buildings No. 128 dated 11.07.2014. Hence, Johann Zirngibl from the Scientific and Technical Center in Constructions from France and Jana Bendzalova from the Institute of Testing and Research from Slovakia, will provide the necessary assistance for reviewing the existing acts and the duties of the central public administration institutions in the area of buildings' energy efficiency.
The experts have met yesterday, on June 01, 2015, in a working meeting with Elena Bejenaru, Head of the General Architecture, Constructions, and Dwellings Division, Gheorghe Croitoru, Head of Technical-Economic Regulation Division, Oxana Paierele, Deputy Head of the Division for International Relations and Investments' Attraction. As well, the working session was attended by Valeriu Isaico, External Consultant of the Energy Efficiency Agency and Tudor Mancaș, who has represented the State Chancellery of the Republic of Moldova.
During the next months, there will be developed a study which will serve as a reference for the subsequent support provided by the EBRD. It will contain recommendations for the methodology to calculate the energy performance of buildings, the set-up and management of the national information system in the area of reference, as well as the set-up and implementation of the control systems.
Elena Bejenaru, the Head of the General Architecture, Constructions, and Dwellings Division has mentioned about the contribution of the Development Bank of the Council of Europe in fulfilling the project of building dwellings for the socially-vulnerable segments, respecting the energy efficiency principles and referring to legislative acts in the area of dwellings, and she also talked about the draft Law on Condominium, developed with the support of the experts employed by the EBRD. At his turn, Gheorghe Croitoru, the Head of the Technical-Economic Regulation Division outlined the need to improve the modality of collecting the data to be used subsequently for calculating buildings' energy efficiency. As well, the representatives of the MRDC thanked the international experts for the support and consultancy in the area and have appreciated the initiative of foreign experts to analyze the international models used in the calculation methodology and suggested to discuss them within a technical meeting with the engineers and representatives of design companies.
It should be reminded that the Law on Energy Performance of Buildings was developed with the support of the EBRD and the Fund Sida-EBRD for Technical Cooperation for Energy Efficiency in Moldova, and aims to transpose the Directive No. 2010/31/EU of the European Parliament and Council, dated May 19, 2010 on Energy Performance of Buildings. Based on the set deadlines, the commitments assumed by the Ministry of Regional Development and Constructions (MRDC) and the need to urge the implementation of the legal provisions, the EBRD accepted to provide the necessary assistance for implementing the law, and developing or reviewing the related secondary legislation.
